They've been a prohibiting factor in the take up of cycling for too long and the net health gain (less head injuries) does not equate the net health loss (a population that gets far less exercise). It actually seems to be the most successful law in terms of being accepted across all states in Australia.<br />There has also been a lot of debate, I've written a bit about it at my own blog, http://bikesharemelbourne.blogspot.com/2010/06/difference-of-opinion.html<br /><br />The major concern I see with Melbourne is the fact that we have tram tracks - the tracks are wide enough that a mountain bike tyre can get stuck (personal experience) and I have also seen people fly off their bike. I believe the RACV, who is running the program is looking into folding helmets but they must meet Australian Standards to be used (http://www.ukbikestore.co.uk/product/203/stash_helmet/stash-folding-cycle-helmet.html)<br /><br />Mike Rubbo (http://www.situp-cycle.com/) has suggested that helmets should only be used depending on the category of the bike.
